The inspection scope is built from the purchase order, technical specification and inspection and test plan. Review, witness and hold points are identified before work begins so material allocation, processing, tests and packing can be scheduled around the required notice period. The inspection agency receives the approved document list and acceptance criteria rather than a general request to 'check quality,' which makes the visit more efficient and reduces scope disputes.

The document stage can include MTCs, heat-number traceability, procedure qualifications, operator qualifications, calibration status and previous test reports. Physical checks may cover product identity, quantity, dimensions, surface, manufacturing route, marking and package condition. Depending on the ITP, the inspector may witness PMI, NDT, hydrostatic testing, mechanical testing, corrosion testing or a final packing check. Observations are entered into an inspection record.
